There have been many speculation whether or not the lockdown will be extended or not. But initially, it was clear from many government officials that, the lockdown may not extend further. Lockdown was announced till 14th April and now when the 14th April is couple of days later, people are getting curious what will government decide on the lockdown. PM Modi had a brief video conference with all the state Chief Minister, hearing each one out and getting suggestion on Lockdown extension. PM Modi also gave a bit of hint couple of days ago, the lockdown may not end but few parts of the country will be locked for some more period of time till the situation gets normal. While the corona cases have been steadily rising each day, majorly in Maharashtra, Tamil Nadu and Delhi.

After the discussion of all the state CM’s, it was evident some sort of decision can be taken on the lockdown extension. Maharastra, West Bengal and Karnataka became the first states to extend the lockdown till 30th April. Chief Minister, Uddhav Thackeray announced on his social media.

Chief Minister of Delhi, Arvind Kejriwal also gave hint about the extension through his social media platform. Delhi has been in the news off late, members of Tablighi Jamaat were tested positive due to Corona Virus. The situation only gone critical with many testing positive on regular basis. On 15th August during his Independence Day speech, Chief Minister Arvind Kejriwal said that the free-ride service for women in both DTC and cluster buses will be started from October 29.
Under the cluster scheme of the Delhi Integrated Multi-Modal Transit System, there are around 3,700 DTC buses. According to latest official figures, the public buses in Delhi carry over 45 lakh passengers each day.
According to Kialash Gahlot, the transport minister of Delhi – 30 per cent of travellers in DTC and cluster buses are women.
The facility of free-ride for women will also be available in Noida-NCR service, airport and other special services operated by the DTC and cluster scheme operators.

Tweeting on implementing the free-ride scheme, transport minister Kailash Gahlot said, “Historic day for Delhi!!! Females will travel free in all Buses from 29.10.19. Notification has been issued. Delhi Govt under dynamic leadership of Honble Cm @ArvindKejriwal stands committed to ensure safety and security of Female passengers in Buses.”

According to the government, if women employees of the Delhi government and local bodies opt for free ride in DTC and cluster buses, then they will not be entitled for transport allowance.
In June, Kejriwal also stated for the free ride scheme in Delhi Metro trains, however, the Delhi Metro Rail Corporation (DMRC) sought time to implement the same.

Delhi chief minister, Arvind Kejriwal on 17th October 2019 announced the third term of Odd-Even rule in the capital city in order to help curb the massive air pollution. Odd-Even had been imposed before and it is fair to say that the rule applied did not get the expected results still the difference was noticeable so this time, unlike last year, the chief minister has altered many changes in its commencement. The Aam Aadmi Party (AAP)-led Delhi government told that Delhiites will have to pay out Rs.4,000 for violating the same. That’s double the penalty from the scheme when it was implemented in January and April 2016. The scheme will start off from 4-15 November 2019 and valid from 8 am to 8 pm, except on Sundays.

Who will be Exempted or Non-exempted? –

1) There have been changes in the exemption part from the previous term. Women drivers (Alone) or cars with women only.

2) Vehicles carrying school students will be exempted from the Odd-Even vehicle scheme. President, Vice President, PM, Governors, CJI, Speaker of Lok Sabha, vehicles of union Ministers, Rajya Sabha & Lok Sabha Leaders of Opposition, Vehicles of Chief Ministers of States & UTs, will be exempted from odd-even scheme.

3) Delhi CM & Ministers will not be exempted.

4) Also, private CNG vehicles won’t be exempted out of the scheme unlike previously.

5) The scheme will also include vehicles coming from other states, and only be implemented on non-transport 4-wheeled vehicles.

6) 2-wheelers will be exempted.

7) A person with a disability will also be exempted from this road rationing.

8) The private vehicles ferrying school children in uniform will be exempted (allowed only during school timings) from the odd-even scheme.
